A public hearing and meeting will be held before and by the Planning Board of the Incorporated Village of Mill Neck, Nassau County, New York, at the Village Hall, 32 Frost Mill Road in said Village, on July 17, 2023, at 6:00 P.M.   

The hearing will be on the application of Terrill Barnard, as Trustee of the Dawn Barnard 2022 NY House Trust and Dawn Barnard, as Trustee of the Terrill Barnard 2022 NY House Trust, owners of a 5.13-acre parcel of land located at 117 Horseshoe Road in the Village, designated as Section 29, Block L, Lot 1025 on the Nassau County Land and Tax Map, being located in the Villages E‑1 Zoning District.  The Applicants seek a Zoning Permit to allow the following:

  1. The demolition of the existing dwelling and the construction of a new single-family dwelling, including associated grading, as shown on the plans entitled “Improvement Plans for 117 Horseshoe Road…” prepared by Hawthorne Engineering and Consulting, PLLC and last dated May 10, 2023;
  2. Removal of 125 trees and the replanting of 94 trees, as shown on the plan entitled “Proposed Tree Plan…” prepared by Perry Guillot Inc Landscape Architecture, and last dated May 2, 2023.

The above application is on file at the office of the Village Clerk located at 32 Frost Mill Road between the hours of 9:30 a.m. and 12:30 p.m., Monday through Friday, until the time of the hearing. 

All interested parties will be given an opportunity to be heard at said time and place.
